🌟 Project Overview

The Liberia Land Authority (LLA), in collaboration with the Liberia Revenue Authority (LRA) and local government bodies, is launching a transformative initiative aimed at modernizing the Real Property Tax (RPT) system. This project introduces a digital approach to land and property data collection, valuation, and block mapping, utilizing mobile tablets and a customized valuation application. To foster youth employment and digital skills application, the project targets the involvement of graduates from the President’s 10,000 Young Computer Literate Program across Montserrado, Margibi, and Nimba Counties.​


🎯 Role Summary: Data Collector

As a Data Collector, you will play a pivotal role in gathering accurate, geo-referenced, and digitized property information using mobile devices. Your contributions will feed into a centralized valuation system, supporting real property taxation processes and enhancing public service delivery.​


🛠 Key Responsibilities

  • Community Engagement: Conduct outreach and awareness campaigns within assigned communities.
  • Data Collection: Visit designated areas to collect data on land parcels, buildings, and improvements.
  • Interviews: Conduct structured interviews with property owners or occupants when applicable.
  • Photography: Capture geotagged photographs of properties and structures.
  • Tagging: Post housing tags on structures as part of the identification process.​cde.ca.gov+1state.gov+1

💻 Technology Utilization

  • Mobile Devices: Utilize provided electronic tablets to access and input data into the valuation software.
  • GIS Application: Employ the GIS-based app to identify, tag, and map property boundaries and locations.
  • Property Coding: Assign property codes following a standardized format to ensure consistency.​revenue.lra.gov.lr

✅ Data Accuracy & Quality Control

  • Validation: Ensure all collected data are accurate, consistent, and validated before submission.
  • Reporting Issues: Promptly report anomalies, missing data, or technical issues to supervisors.
  • Cross-Verification: Perform cross-checks when required to confirm data integrity.​

📊 Reporting & Coordination

  • Progress Reports: Submit daily progress reports to the assigned field supervisors.
  • Stakeholder Coordination: Work collaboratively with local community leaders, town chiefs, or property owners to facilitate data collection.
  • Training Participation: Attend training and feedback sessions organized by the project team to enhance performance.​

🎓 Qualifications & Experience

  • Education: High School Graduate or above; graduates of the President’s 10,000 Young Computer Literate Program are highly encouraged to apply.
  • Technical Skills: Proficiency in using Android tablets, apps, GPS tools, and digital forms; experience in data entry, surveying, or digital tools is preferred.
  • Soft Skills: Strong communication skills in English and local languages; ability to work independently or in teams.
  • Other Requirements: Willingness to travel to rural areas; respect for community norms and data privacy; physical stamina for fieldwork.​

🧰 Working Conditions

  • Supervision: Data Collectors will work under the supervision of a Field Supervisor and report to the Project Management Team (PMT).
  • Equipment Provided: A tablet device, PSIP mobile app, and necessary training will be provided.
  • Field Identification: Field kits, including vests and ID badges, will be issued for field identification.​

  • Data Confidentiality: Ensure all data gathered remain confidential and are used solely for official project purposes.

💰 Benefits & Compensation

  • Stipend: A competitive daily stipend or honorarium will be provided based on the number of days worked and outputs delivered.
